The most underestimated step in stainless steel exports is tariff classification. The HS code determines tariffs, anti-dumping duties and whether a license is required, andthe same lot declared as "coil" or as "plate" can face a tariff rate that differs by as much as double.
Common Codes (the first 6 digits are used internationally)
| Product | HS Code | Description |
|---|---|---|
| Hot-rolled stainless steel coil (width ≥600 mm) | 7219.1x | Broken down by thickness |
| Cold-rolled stainless steel coil (width ≥600 mm) | 7219.3x | Broken down by thickness |
| Cold-rolled stainless steel plate (not in coil, width ≥600 mm) | 7219.3x / 7219.4x | Coil and non-coil are broken down separately in some tariffs |
| Stainless steel narrow strip (width <600 mm) | 7220.xx | Common for slit strip |
| Circular blanks / profiled stainless steel parts | 7326.90 or classified by manufacture | Depends on the degree of processing; confirm with the customs broker |
Three Common Mistakes
- Declaring "coil" and "plate" interchangeably: a plate that has been uncoiled and cut but declared as coil may trigger an additional tax payment demand in an anti-dumping verification. Update the declaration elements before and after uncoiling.
- Inconsistency between the certificate of origin and the invoice description: the description on the CO must match the commercial invoice and the bill of lading; otherwise, clearance at the destination port will be rejected. The completion requirements for Form A / Form E are more detailed.
- Ignoring anti-dumping measures and the CBAM of the destination country: the European Union applies anti-dumping measures to certain stainless steel products, and during the CBAM transitional period embedded carbon emissions must also be declared. Confirm the measures in force in the destination country before shipment.
What We Can Provide: EN 10204 3.1 quality certificate (with heat number and chemical composition), commercial invoice and packing list, certificate of origin (CO / Form A / Form E), as well as the declaration elements table organized according to the requirements of the destination country. If third-party inspection (SGS / BV / Intertek) is required, it is coordinated before shipment.
We recommend stating the destination country and trade term (FOB / CIF / CFR) from the quotation stage; we customize the document list according to the usual practices of the destination port to reduce formalities after arrival.
